While peace talks between Syria's government and opposition bump along in Geneva or Vienna, battle rage on the ground and the death toll and refugee wave rise. Europe wants its voice to be heard in the talks, but can it keeps its eyes and borders closed to the men, women and children fleeing from Syria? How can Europe better respond to the humanitarian and political disaster looming on its external border?
This essay's aim is to briefly present, in its first section, the situation on the ground in Syria, for a better understanding of the dynamics of the Syrian civil war and its consequences. Over the following sections it will be presented the European response to this Hobbesian conflict who generated a huge refugee crisis, seen now as a major threat for the unity and security of the European Union.
While a new approach of this crisis is a major challenge, much more is to be done when it comes to leaders' public positions. EU is built on democratic and humanitarian foundations and it has to keep its values.

Invazia americană și ocuparea ulterioară a Irakului, inițiate în parte ca formă de retaliere împotriva atacurilor al-Qaeda din 11 septembrie 2001, au avut ca efect pervers apariția unor noi grupări teroriste. Un astfel de grup este Statul Islamic al Irakului și Siriei (ISIS), apărut ca o formă de afiliere a al-Qaeda în Irak, răspândit ulterior și în Siria. Formarea ISIS și a celorlalte grupări jihadiste active în Siria, răspândite acum în regiune, responsabile pentru mii de morți și zeci de atacuri și atentate teroriste, este unul din multele costuri ale războiului din Irak.

In the context of the civil war in Syria, now in its sixth year, and in light of the ensuing migrant crisis in the European Union, this article intends to present how an insurrection against the brutal dictatorship of President Bashar al-Assad turned into a protracted and bloody conflict.
The research herein provides a brief frame of reference for understanding the cycles of violence in Syria, with particular emphasis on the current regime of Bashar al-Assad and on the sectarian and political divisions throughout the Syrian population.
Russian intervention in Syria and the motives behind it will also be analyzed, along with the solutions proposed by the international community and its decision-makers under the Geneva Conventions, Munich Security Conference, and Vienna peace talks for Syria. Using the latest events and debates regarding Syria as a framework, this article emphasizes the diplomatic efforts of foreign powers to reach a consensus for a proper course of action that will put an end to the conflict and its ongoing, disastrous consequences.

Nimic din ceea ce s-a întâmplat recent în Turcia nu este ceva nou pentru această țară. Evenimente similare s-au petrecut aici în ultimii 50 de ani, doar că impactul celui din urmă a fost mai mare datorită faptului că a fost vizionat în direct de milioane de oameni. Chiar dacă a fost un eșec, acest eveniment a trezit intersul tuturor, păreri avizate sau mai puțin pertinente începând să fie emise. Dar să vedem care este de fapt istoria acestui tip de evenimente - uneori reușite, alteori nu - din istoria recentă a Turciei.

This paper is presenting on its first section the way in which a peaceful uprising, inspired by the successful Egyptian and Tunisian movements, has developed into a complex and protracted civil war, fueled by an array of external interventions on all sides. It also sheds light on the regional turmoil that this conflict has caused.

Responsabilitatea de a proteja este un concept care de la apariția sa, în anul 2001, a provocat intense dezbateri internaționale, despre ce a însemnat el în trecut, care este semnificația lui în preznt și ce anume va reprezenta în viitor.
Acest eseu prezintă, prin intermediul teoriilor realțiilor internaționale, modul în care comunitatea a încercat să găsească o nouă abordare pentru a preveni încălcările sistematice ale drepturilor omului și crimele împotriva umanității. Practica ne-a arătat că există situații în care abuzurile împotriva umanității permit încălcarea normelor de drept internațional, cu scopul de a salva vieți omenești. Apariția conceptului R2P a fost tocmai încercarea comunității internaționale de a găsi un răspuns legal și legitim, care să susțină controversatele intervenții umanitare.

Relația ruso-turcă a fost mereu una conjuncturală, asemeni unei căsătorii din interes, în care Rusia a fost aproape de fiecare dată principala beneficiară a partajului atunci când iminentul divorț (fie el și temporar) s-a consumat. De la confruntarea din timpul primului război mondial la prietenia ulterioară bazată pe ostilitatea reciprocă față de puterile europene, până la sciziunea cauzată de refuzul Turciei de a se alinia în spatele lui Stalin, iar mai apoi supărarea URSS cauzată de aderarea în 1952 a Turciei la NATO, am avut o relație mai mult decât condimentată, cu ușoare tente de telenovelă.

"Suntem hotărâți să îmbunătățim relațiile bilaterale și să le ducem la cel mai înalt nivel" declara Vladimir Putin în decembrie 2004, în timpul unei vizite oficiale la Ankara. O declarație care părea încurajatoare pentru ambele țări, în mod special pentru Turcia, care era pe cale să adopte noua doctrină de securitate a lui Ahmet Davutoğlu, bazată pe conceptul "zero probleme cu vecinii". Însă dinamica relației turco-rusă s-a dovedit ulterior una extrem de complicată, departe chiar de ceea ce declarase Putin în 2004.

În urma raportului ICISS din 2001, adoptarea unanimă a conceptului Responsabilității de a Proteja (R2P) în 2005, a marcat piatra de hotar a unei înțelegeri comune în ceea ce privește răspunsul comunității internaționale la adresa atrocităților în masă. De la apariția R2P s-a dezvoltat o literatură de specialitate, o parte a acesteia susținând că R2P este o normă legală în curs de dezvoltare, în timp ce au existat și voci mai critice la adresa conceptului. În lipsa unui conses în ceea ce privește statutul R2P, acest articol apelează la teoriile relațiilor internaționale pentru a explica legalitatea, legitimitatea și necesitatea existenței unei asemenea norme. În acest scop, prin diferențierea între etapele de construcție și instituționalizare ale normei, articolul urmărește procesul de evoluție al R2P, prin prezentarea celor mai recente cazuri, precum și folosind documentele adoptate în cadrul Organizației Națiunilor Unite.
